財團法人台灣紅絲帶基金會長期致力於台灣愛滋防治倡議工作，積極透過「生命教育」與「行動體驗」教育阻止愛滋病在台灣擴散。財團法人台灣紅絲帶基金會參考世界經驗進行在地化的防治策略，並青年愛滋教育的行動；進一步推動「愛現幫」組織感染者入國中以上校園宣導、培育「校園紅絲帶社團」、寒暑假及期中實習生訓練、組織國際愛滋關懷愛滋青年隊進行國際交流、參與世界愛滋大會刺激台灣青年成長；並積極結合各項防治資源，進行一切必要的宣導防治工作。
此外財團法人台灣紅絲帶基金會更投入人力、心力實踐同志關懷、身份認同、愉悅且健康的性生活以及同志伴侶的推動。 「GisneyLand風城部屋─北區同志服務中心」的成立，即是將原本服務更落實到在地生活，化無形的關懷為有形的行動，讓虛擬的服務成為真實的互動，打造一個如迪士尼夢想樂園般的快樂、幸福、健康的友善空間，自在生活，活出真我。
[GisneyLand 風城部屋] 為營造專屬於台灣北部地區同志族群在地社群文化及推廣友善平權概念、健康同志的氛圍，提供同志朋友們友善的健康服務環境及愛滋防治宣導訊息，結合創意文化與LGBT能量創造同志交流平台，並致力於多元性別族群網絡的連結、再造與維持。
目標：
1. 創造專屬台灣北部地區LGBT社群的休憩與交流場所。
2. 建立專屬台灣北部地區LGBT社群的文化與健康中心。
3. 以台灣北部地區為輻輳點，推廣自我健康管理運動，袪除愛滋歧視與汙名化，重建愛滋預防的正確知能。
4. 集結地區景點、商家、地區同儕團體，成為台灣北部地區在地同志社群網絡的中心。
5. 提供LGBT族群完善愛滋篩檢前後諮詢暨轉介服務。
6. 爭取並維護同志權益，提供LGBT族群資源與資訊交流的空間。

TAIWAN AIDS FOUNDATION devotes a long-term commitment to AIDS prevention and control initiative works, and actively prevents AIDS spread in Taiwan through the "life education" and "acitivity experience". TAIWAN AIDS FOUNDATION, uses the world experience to the prevention and treatment strategies, and the actions of the youth AIDS education; further promote “The ICAREHIV Group” to help infected persons into the junior high school campus advocacy, nurturing “student AIDS association”, during summer and winter holidays and intern training, and organize the international AIDS care youth team doing international communication, and participate in the World AIDS Conference in order to stimulate the Taiwan youth; and actively seeks to combine the various control resources to carry out all necessary advocacy prevention job.
In addition, the Institute of TAIWAN AIDS FOUNDATION put in strength and efforts to practice homosexual care, self-identity, pleasure and a healthy sex life as well as the impetus of gay and lesbian companionship. The establishment of the "GisneyLand - gay and lesbian cultural center" of the original service implemented into local life, turns the invisible concern into the tangible action, and virtual services to become a real actual interaction, to create one, such as DisneyLand dream of joy, happiness, healthy, friendly space, comfortable life, live to be yourself.
[The GisneyLand] to create an exclusively northern Taiwan gay and lesbian groups in the community and promote friendly concept of equal rights, and the atmosphere of healthy and friendly services environment and AIDS prevention advocacy messages, combined with creativeculture and LGBT energy to create a LGBT exchange platform.
Goals:
(1) To create the exclusive northern Taiwan LGBT community leisure and exchange place.
(2) To establish the exclusive northern Taiwan LGBT community culture and health center.
(3) To use northern Taiwan as the spot, to promote self-health management movement, to eliminate AIDS discrimination and stigma, to reconstruct the correct knowledge of HIV prevention.
(4) To assemble areas attractions, businesses, regional peer groups in order to be the center of the local LGBT community network.
(5) To provide LGBT populations to improve HIV screening before and after the consultation-referral services.
(6) To strive for and to maintain LGBT rights, and to offer LGBT population resources and information exchange space.
